a) Hàng hóa phục vụ yêu cầu khẩn cấp.

b) Hàng hóa chuyên dùng phục vụ quốc phòng, an ninh.

c) Hàng hóa thuộc trường hợp đặc biệt khác theo quyết định của Thủ tướng Chính phủ.

Trường hợp phát hiện các hàng hóa trên có dấu hiệu vi phạm pháp luật thì phải kiểm tra thực tế.
