The Ministry of Transport is seeking public comments on draft circulars prescribing examination, examination, grant, re-issuance and transformation of certificates of professional qualifications and professional certificates for crew members and drivers of inland waterway means.
A new notable point in the draft is the regulation of converting the certificate of professional ability (referred to as the certificate) of the captain and chief engineer of the ship to the captain, chief engine of inland waterway means.
Specifically, the person with a ship's master's license is under 50 GT, and has worked for a title equivalent to 6 months or more in exchange for a third-class captain and a fourth-class waterway vehicle.
Persons who have a chief engine of a ship of under 75 kW and who have worked for the title of ship captain for 6 months or more may change to a chief engineer of a third-class ship.
According to the Vietnam Inland Waterway Administration, the above regulation is to create favorable conditions for seafarers, shipping enterprises, especially in the field of sea-river transport (VR-SB). Because according to the current regulations, the person with a captain's license, the chief engineer of the ship wants to control the means to go to the coastal level of VR-SB still has to have a captain's license, a waterway chief. However, by sea, it is not allowed to change to the same level by means of waterway but to study and take a number of subjects according to the training program of the waterway.
In addition to the regulations on conversion, the draft also stipulates that the primary, intermediate and vocational college trainers are allowed to take the exam to get the captain's and chief engineer's license without having to take extra courses under the program. Specifically, the person who has a primary vocational training certificate with a probationary period of 6 months or more is allowed to take the exam to grant a captain of a third-class waterway vehicle without having to attend the corresponding program. A person with a vocational secondary school diploma controls a ship and has a period of apprenticeship of a 12-month captain in a 12-month course to take a second-class captain's examination.
Persons with a vocational college diploma who control a ship, complete the apprenticeship period under the title of second-class captain with full 18 months or more may take the first-class captain's exam.
At the same time, the person who has the vocational trainer's qualifications can also take the exam to get the waterway chief engine of the respective classes without further study.
If the draft is passed, the new circular will take effect from January 1, 2020, replacing Circular No. 56/2014 and Circular No. 02/2017 of the Ministry of Transport regulating examination and examination. grant and transfer certificates of professional qualifications, professional certificates of crew members and assume the title of crew of waterway crews).
