Submission of electronic documents is not required to submit a paper copy

The General Department of Customs has issued a document directing the provincial Customs Department to thoroughly understand each civil servant in accordance with the regulations, does not require enterprises to submit paper documents of customs documents while the enterprise submit electronic documents via customs electronic data processing system.​

Specifically, the General Department of Customs requests the directors of the Customs Departments of the provinces and cities to direct their sub-departments to thoroughly grasp each civil servant in strict compliance with the provisions of Clause 2, Article 3, and Point a, Clause 1 Article 18, Clause 1 Article 23 Circular 38/2015 / TT-BTC is amended and supplemented in Clause 2, Clause 7, Clause 12 Article 1 of Circular 39/2018 / TT-BTC of the Ministry of Finance.
When examining customs dossiers, customs officers shall base themselves on the information on customs declarations and documents of customs dossiers submitted by customs declarants through the e-customs data processing system. To check and compare, do not require customs declarants to produce and submit paper documents of customs dossiers for inspection.
Strengthening internal inspection and examination, in case of detecting customs officers requesting enterprises to submit paper documents of customs dossiers when enterprises have submitted electronic documents via electronic data processing system customs shall review and clarify responsibilities and rotate civil servant standards to other working sections without arranging at the stage of customs dossier inspection and reception.
Previously, the General Department of Customs received a report of enterprises about customs officers at some provincial and municipal customs departments when carrying out customs procedures for export and import goods still require enterprises to submit documents. The paper belongs to the customs dossier while the enterprise has submitted electronic documents through the e-customs data processing system at the time of registration of the customs declaration.
